1. SUMMARY
Within the Joint Intelligence and Security Division, the NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among member Nations and NATO civil and military bodies, as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters, its personnel in Brussels and abroad, and for the protection of the Secretary General. The NOS comprises the Office of the Director, the Security Intelligence Branch (SIB), the Protective Security and Emergency Services Branch (PSESB), the Security and Policy Oversight Branch (SPOB), and the Close Protection Unit (CPU). Its functional areas address: personnel security, physical security, security of information, communication and information systems security (including cyber defence), security awareness, industrial security, counter intelligence, counter espionage, threats from terrorism, close protection, security force services, fire and first aid.
The Officer, Global Mission Security and Safety, under the overall supervision and direction of the Head, SIB, is responsible for all aspects of security and safety of NATO International Staff abroad. Taking a risk-based approach, s/he ensures that staff going on duty travel or working at NATO Satellite Offices are prepared before going abroad and protected while abroad, and that an effective response mechanism is in place to resolve serious security problems. With a customer focus, s/he manages the implementation of security and safety requirements to enable staff to travel safely and securely. The Officer leads the Mission Security and Safety Team (MSST). The MSST is a combined security and human resources team that serves as a focal point for all security and safety requirements for staff travelling and working abroad. The Officer is responsible for the oversight and management of the team and operational delivery, including recruitment and budget management.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
• possess a relevant university degree, or an equivalent level of qualification;
• have a minimum of 5 years’ experience working on security in a NATO Member State’s Government Security Service (intelligence, police or military) or in an international public organisation;
• possess at least 5 years' operational and management experience in a relevant field such as the protection of personnel and premises abroad;
• possess advanced analytical and planning skills
• have excellent verbal and written communication skills as well as proven presentation, briefing and chairing abilities;
• be able to lead and support projects as well as organisational change;
• have previous experience of managing a budget;
• be available and prepared to travel globally, including to non-permissive environments, and to work outside of normal office hours as required; and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one I (“Beginner”) in the other.
DESIRABLE
The following would be considered an advantage:
• relevant work experience in Africa, the Middle East and/or other parts of Asia;
• a wider knowledge of counter intelligence;
• experience in the use of open-source intelligence and how to draw from publicly available information to gather and promulgate security and safety information;
• experience in designing and delivering training;
• understanding of the link between security and business continuity; and
• a higher level in the other NATO official language.
3. MAIN ACCOUNTABILITIES
Project Management
Maintain situational awareness of the risk picture at locations frequently visited and at NATO Satellite Offices. Undertake analysis of the threats, risks and vulnerabilities to produce associated assessments, set the concept of operations for the protection of those at risk and the standards to be adopted by commercial security providers, provide security advice and prepare and implement security measures, where appropriate, for those travelling and at NATO Satellite Offices. Manage incidents involving staff security and safety abroad. Provide NOS oversight and central management of all security and safety related matters at NATO Satellite Offices, in close partnership with wider NOS teams and responsible divisions. Develop and oversee security tenders and contractual negotiations to support duty travel and NATO Satellite Offices, including close protection. Develop other projects and programmes required to maintain the delivery of best practice to protect staff abroad.
Representation of the Organization
Work with NATO, partner nations, commercial entities and International Organisations to obtain relevant threat information and to plan, organise and ensure adequate protection measures. Develop a network of duty of care specialists within NATO Nations and other international organisations, attending conferences and workshops to develop best practice.
Policy Development
Develop policy to underpin operational delivery, in coordination with NOS SPOB and wider NATO stakeholders to protect NATO personnel abroad.
Stakeholder Management
Maintain a customer network to support operational requirements and ensure security is built in by design from the conception of requirements abroad. Work closely with the Human Resources (HR) Directorate in connection with the HR (medical, insurance, health, contingency, business continuity, pre-mission and other training) aspects of security and safety. Maintain close working relationships with the appropriate members of the other NOS branches and units.
Expertise Development
Keep abreast of the evolutions in global affairs and their impact on specific regions; follow-up on developments related to the provision of security and safety to continuously improve the care given by the Organisation to its employees. Be aware of the developments in this domain (including the use of technology) to ensure that the best tools are available to NATO HQ in providing security and safety to NATO staff members. Build a close relationship with corresponding staff in other relevant International Organisations and Non-Governmental Organisations to benchmark standards, develop cooperation and establish best practise. Design and manage the delivery of appropriate security and safety training for staff working abroad.
Knowledge Management
Ensure that relevant travel advisory and security information is available to all stakeholders and travellers as appropriate.
Perform any other related duty as assigned.
